I was scrolling through the attribute editor and noticed something.
The USF Rear Echelon Bulletin "See the World, They Said!" has the opposite effect of description, with 2% INCREASE in cooldown, as opposed to stated decrease.

See the other cooldown bulletins I have posted, or any of the cooldown veterancies. 1.02 would mark a 2% increase in cooldown time. In other words, a cooldown of 2 would be raised to 2.04. The proper value for a 2% decrease would be 0.98.

... what about them? Do they also impact the weapon/unit in the opposite manner to their description? If so, you should post their stats here so they can also be fixed.
EDIT: I have checked the tiger veterancy bulletin (https://coh2db.com/bulletins/view/id/211/name/sibling-rivalry-german) and HMG vet bulletin (https://coh2db.com/bulletins/view/id/215/name/hit-the-deck) and they are parsed correctly. 10% (1.10) increase to received experience is identical to the riflemen 10% vet bulletin, which I know works. In this case it does not reduce vet requirements but does a 10% bonus to received exp for that unit, which has the same effect. In this case a multiplier over 1 is preferable.
The Tiger sight and rotation one (https://coh2db.com/bulletins/view/id/142/name/cunning-tiger) also appears to be parsed correctly. The sight modifier, I know for sure is. The weapon rotation modifier I see less often, but judging by the name (horizontal_speed_weapon_modifier) I assume it is correct. In these instances modifiers of over 1 are also preferable. This is absolutely not these case for cooldown, however, and in every single other instance of a beneficial cooldown modifier the multiplier is a figure under 1.

Yes. *although I think conscripts have an accuracy penalty added to all picked up weapons (or at least they used to)

I do not know of any modifier for conscripts and I do not remember any ever applied.
Generally speaking most vet bonuses apply to all weapons. There are few exception like:
The modifier for Ostruppen slot weapons
The modifier for vet 1 bonus for Ro.E. stens
