Should all AT rifle have normal rifle accuracy?

Yes,I mean PTRS for penal and cons(they are same weapon),I agree upgrade PTRS reduce AI dps,but I disagree “lost” AI ability,so I think it can balance dps at other date

Imo At weapons should not be able to hit infantry.
AI could could come from timed abilities increasing the AI for a limited timed.
The ability could be named "take aim" and work like "hit the ground" but giving AT rifles AI for the duration.
this ability should limited to units like Guards and Tank hunters.

As funny as it was for conscripts to actually be useful - no. It's supposed to be a trade off for AT with good reason.

It is like saying Panzershreks will have AI capabilities. I would say no. It can not be one sided otherwise it has to be all AT to get some AI damage.
I would say no. All AT weaponry should lose their AI damage capabilites. Surprisingly Guard Rifle Infantry is the only unit that seems to break that concept.

Guards AI is poor until they get the DP28 upgrade though

That is true. Their PTRS hits frequently against infantry dealing 27 damage, which is a lot of damage. They are quite superior in terms of long range. Even without upgrade.
Upgrade just makes them a lot better. This is the SU solution if you do not want to sacrifice Penals with PTRS upgrade. Take Guard Rifle Infantry instead!!!

Maybe, but unfortunately, PTRSes are too terrible even against LVs, to be specialized AT, so they would need a buff elsewhere if their AI gets removed

You clearly weren't around for the "Dank Hunters" patch where you could just spam PTRS cons and hard counter everything through the early-mid game. Fun times.
