Take GC2 Siphon stats as an example. You are FORCED to build conscripts. They show up on 3/4 of the games. Penals and guards saw less than 50% appearance and conscripts fielded surpassed by 2x/3x the number of the other units.
Penals ARE stronger than Cons, but they are less flexible and require T1. They are more expensive.
Guard ARE stronger than Penals, but they are doctrinal (even if they are present in the best commanders) and have a CP requirement. They are also less flexible AI wise compared to penals, cause they shine while been static and not so much as a chasing unit.

Guards hands down, they got both AI and AT weapons and are more durable than the Cons, plus grenades without tech.
They're also in some of the best Soviet commanders.
I think it is worth mentioning that it is not like guards are an ability that is present in commanders that would be great without it. It is exactly the guard callin ability that makes these commanders better than for example their shock troop counterparts.

mix them up. guards can slow armor from far range...cons sprint to armor and dmg engine...and penals satchel the KT into death. WHile guards and penals have ptrs..they have decend AI ... which is good enough to deal with the most axis infantery.

Gj if you can rush KT on late game with so many squads and muni to button e throw 2 satchels and run away, okw infantry? Suppression? KT micro? Opponents is supposed to be on the keyboard. Penals with ptrs are really bad like AI on every stage of the game, and Obers , man obers rape guards, giving the guard vet3 a chanche to win engaments against obers vet 0 is not so terrible.

You have forgotten who you reply to, so let me remind - its a person who would reverse into your force with no support and complain how OP PTRS is.
As for the topic - each to its own, they are all completely different units with completely different roles, costs and strategies to follow, however cons are the worst choice unless you go for ppsh doctrine.
Luckily, there is one with both, guards and ppsh.

EDIT: Katitof makes a good point in that you don't want to rely on Conscripts as mainline infantry in a non-PPSh doctrine.
If you're going Conscripts you'll want something else to dish out the damage: Guards, Shocks (next patch), Maxims, Penals. Conscripts without PPShes are support infantry. They're decent and dirt cheap to reinforce, but you'll lose the infantry battle if you rely on them entirely.

Conscripts are good if you hit veterancy and research all upgrades to make them versatile in most situations but I do stick with Guards to get the job done.

Guards Can dominate everything but they only really shine if you can get good veterancy on them and they are the most expensive infantry in the game outside of commandos (i think) at 360 mp. Plus the 75 muni lmg upgrade.
You always want them but you can't always have them. But when they get going it's not unreasonable to have 30+ kills on a guard squad.
Penals can be strong but it feels like you need callin infantry to supplement them as you need guard ptrs's or shocks to make up for what you lose with the ptrs upgrade on penals. Plus no cover or or grenades.
Penals are great for blowing up weapons teams though so its much easier to kill abandonded weapons teams worth ~160-220 manpower. This is often the easiest way to get a full squadwipe.
