The idea behind the suggestion is that certain abilities combos should not be available to commander. Those include:
Powerful of maps (IL-2 bombing/loitering, mark target) and premium tanks/super heavies
Weapon upgrades and premium tanks/super heavies
imo following these rule will help balance abilities easier.

1) the same approach applies to all faction
2) in order to increase commanders used they need to avoid having the "best" abilities bundle in one commander. If they are bundled either this commander will used most of the time and the stock units will not be balanced or these abilities will have to be nerfed, making weaker commander that have them, obsolete.
3)If soviet as faction proves weak one should then buff stock units or nerf axis stock units.
Take for example:

All 4 of the 5 abilities are some of the best available to soviet and the ML-20 is decent. One will either have to nerf these abilities or swap them.

Well there's still this thing called balance to worry about and giving both elite AT/AI infantry and a tech-free superheavy is something they rightfully kept out of the game.

Show me Ostheer's late war equipment please, they are mainly use early-mid technology as Soviets. Even OKW's fancy stuff is mainly mid-war technology just discovered.
The only fraction don't fit is UKF, defensive emplacements as in early afrikan warfare but tank-technology of 1945+.

(Passive) Repair station.
Your engineers can now build repair facilities for a nominal cost.
Cost 125 manpower and 45 munitions to build.
[4CP]
(Passive) SVT-40 upgrade.
Conscript Squad get 3 rifles for 75 munitions.
[4CP]
Munition paradrop. Air support will automatically drop two munitions crate on the base territory.
Cost 30 fuel to drop 2 crates with 50 munitions.
[10CP]
IL-2 Strafe Run. The IL-2 Sturmovik will strafe the designated area along a line. Deals a high amount of damage to any enemy unit with powerful 23mm cannons, even able to slightly penetrate heavy German tanks.
Cost 90 munitions.
[14CP]
KV-2 Call-in unit. KV2 Heavy assault tanks can now be deployed. This fearsome beast can siege enemy defensive lines from far away, then close the distance and smash through any survivors.
Cost 630 manpower and 230 fuel.
Soviet Industry Tactics
Soviet Industry counts as the most militarized and powerful in whole world. Workers spend day and night to create weapons, tanks, mines, shells, bombs for their soldiers. Thus this leads Soviets to getting more powerful units and upgrades after a certain period of time. Build repair stations for your allies or yourself, get more resources from the Motherland and strike them with the new SVT-40 kits, "Flying tank" IL-2 Sturmovik and devastating KV-2 tank.
NKVD Rifle Disruption Tactics
0 CP - (Passive) Radio Intercept.
2 CP - Call-in Commisar Squad unit.
Cost 210 manpower. Has a Сommisar aura.
4 CP - Manpower Blitz.
Gives 500 manpower for 100 munitions and decreases manpower income on -50% for 30 seconds.
6 CP - Fear Propaganda Artillery.
Cost 90 munitions.
12 CP - Scorched Earth Policy.
Cost 150 munitions.

There is too many abilities overlap and changing them would unlock other non-changed commander to make them more desirable (example: why would you go shock troops/ISU commander if you have guard/ISU commander etc.)

I feel like people don't use the potensial of All-unit mode in all revamp threads. We could add some many fresh abilities and units that would make old commanders way more atractive.
- Reminder that all proposed changes, must be preexisting units or abilities currently in the live game.

2cp: Radio Intercept
Thanks to weak German cyphers, you can now learn when a new enemy building has been constructed as well as know when a fresh squad or vehicle has been called onto the battlefield.
2cp: Shock Troops
Shock Troops effective at close-range combat can be ordered onto the battlefield. Equipped with PPSh-41 submachine guns, bullet-resistant armor, smoke grenades and hand grenades, these hardened assault troops are dangerous close-quarters fighters.
3cp: Conscript PTRS Package

7cp: Incendiary Artillery Barrage
The designated area will be bombed with incendiary rounds, dealing heavy damage to any infantry in the area. It is best used to defend Victory Points or other strategic points, as the flames will force your opponent to move out of the capping zone. Does not affect tanks, although it can scare away repairing engineers.
13cp: IS-2 Heavy Tank
Named after the Soviet leader Joseph Stalin, this tank is an absolute beast on the battlefield. Equipped with a massive 122mm main gun and heavily armored, this tank can take on any type of armor your opponent throws at you.

Dunno why you come up with historical realism here. Why does OKW have a doctrine with Sturmtiger? The Sturmtiger was NEVER used in combat by the germans.
And there is no IS-2 + Guards commander for the sake of balance. It'd be stupid if every doctrine was a swiss knife. It's already enough that Wehrmacht has one like that (Jaeger Armor).
