camo skins disappear after restart game

Since the new patch for AUG. 20th the skins were reset. After I set them again for all my vehicles and tanks, they dissapear after i restart the game and I have to place them back on my loadout again. I tried this several times, and even verified game cache on steam. Yet they keep dissapearing every time I start the game back up. Has anyone else experienced this?

Noticed the same thing when I loaded it up after patch. Haven't tried restarting.

Confirmed. And, another thing is: why is Bulletin progress saved local? They are lost after reinstalling windows.
