Which can be countered by a single mine, a conscript with AT grenade, a PTRS Penal in heavy cover, a Guard in heavy cover...
Luch has one of the lowest modifiers vs heavy cover (up to range 10 that is).

Same could really be said about any light tank... Mines, hand AT, snare, maybe camod t0 AT gun... If it didnt have a counter it wouldnt be fair... Game is all about counterplay back and forth (well, that or attack move)
yes it can be said for other light tanks too and that is why a Luch does not "shut down all soviet t1 play with 1 simple vehicle"

The thing is that Stuarts, AECs and T70 are shock tanks that help you to get a bigger advantage in the mid game. Of course the Luchs also has a big shock factor as it rips inf apart in seconds, but in this case it acts like a single counter to a current Meta strategy. Lose your Luchs and you lost the game. Lose your Stuart/AEC/T70 and you lost a lot of fuel but by no means the whole game as they are not necessarily needed to counter something.
And still all Light Vehicles can be countered fairly well by all factions IMO. Only Ostheer, which is not the topic of this thread, has a hard time.
But

USF: Bazookas, M5, M20 AT Mines (hahahahhaa)
UKF: AT gun, Sniper, PIATs, Mines

This. Played a 2v2 yesterday, enemy had Penal blob/Sniper/Lend Lease plus the T70 ofc. He lost his T70 instabtly, not even a single kill, but it didnt matter. He could still easily overrun my side and take half the map. Then I lost my Luchs to a ridiciolulous long-range shot of a Su-76 and the game was literally over despite having lost nothing else so far. The enemy however lost a whole penal squad (to his own demo ironically) and lost insane amounts of mp because of blobbing into the Luchs, but in the end the lend lease cancer was too strong.
You are right, the light vehicles for allies are only a "bonus", which help you to harrass the axis even more and basically allow you for far superiour flank control (hard to fight in the periphery when you have no mobile at to cover your infantry). However, if you go Mechanized, the whole game depends on the Luchs, lose it early and you lose the game.

Med HQ IMO has by far the better solutions against this. Sure, the Luchs is strong, but I think the best counter to heavy MG play is indirect fire and imo the Stuka is not reliable enough to as its cooldown is too long and it can be dodged without a lot of micro or drawbacks.
Get a MG34 and a Flak HT. Give your Pios a Panzerschreck for Light Tanks and also get a Raketenwerfer. LeIGs meanwhile take care of the Dshkas. The Penals won't reach your Flak because of the MG and the Flak itself.
That's how I take care of this strat but honestly I usually never play Luchs so this might also be a reason.

Later you could even build a pak43 if you need to hold off Shermans, provided you can protect it from satchels of course.

SU t1 is highly vulnerable to any vehicle. Satchel only works against unaccurate players. Also any arty is pain in ass to penals. More danger is t2 and cons spam with ppsh and soviet reserve army commander. Because variety of tools are huge. T1 is ONLY and ONLY penal spam and nothing else (scout car is early game unit and very fast lost potential). And it's easier to counter than ordes of cons and mortars with zis-gun.
Only penal spam? What about sniper? And SC hardcounters kubels and spios
