as a 3v3/4v4 scrub I think this would be a great idea if ONLY to stop those idiot teammates you get matched with who think spamming katyushas is the best strategy and don't build tanks XD

Too further explain: you could have an army which consist of only Tigers/IS2 and engineers. That actually work. You can't have just artillery and expect to win*
*Against "proper" opponents.

Agreed with this statement. There is a difference between dealing with three Katyushas than dealing with two King Tigers.

Well if people say that they don't build more than 2-3 why not put a limit at 2-3 it would change nothing right ?

So why would you add this limit? It just makes the game needlessly more complicated and adds arbitrary rules for no reason.
