The reason the King Tiger

If I'm not mistaken the main reason why the OKW can make the KT is because at first this faction could not produce medium tanks. But now they can already produce the Panzer IV and with a level of armor added. It is also the faction that I could make more nondoctrinal tanks.
(King Tiger, Panzer IV, Panther, Panzer II, Jagdpanzer IV)
Bearing this in mind, Why the King Tiger isn´t call-in?
It would be the same as the Soviets built the IS-2 or Ostheer the Tiger or the US pershing.
Perhaps this change will balance the game or variety in strategy or gameplay.

The King Tiger is there so that OKW has another option instead of rebuilding a Panzer Schwerer if it was lost

Just because one faction can make more "tanks" than others doesn't mean there will be gross and obvious disparities in power. Looking at the game stat-wise, USF of all factions is the average winner. Making King Tiger locked behind some obscure DLC commander is hardly going to balance anything; you either get a way less powerful OKW faction, or every OKW player lives with it and never use KT again, and neither is hardly a satisfactory solution to what is probably not even a problem in the first place.
