Difference between same unit types 3485-p4 and katy-stuka is smth like 500MP/100F. Doctrinal panter come at the same time as garbage m4c - 10CP.
Late game tanks arent supposed to be spammable. Last 2 games - 1 panther and 3 P4 - this is absurd. Other game 1 panther and 1 p4 - very early. I never saw anyone who was able to get IS-2 and 3485 at the same time - so OKW should not be able to do it too. Revert resource penalty or make them actualy pay for new units unlock.
I think it should be adressed.

OKW has the highest cost tanks in the game with no abilities to boost resources. Panther/200fuel and P4/150fuel. If your opponent has 1 and 3 as you claim then you had been loosing for a long time. Really isn't design problem but a skill problem.

These are also best tanks in game with best scaling in the game. And last but not least, most durable ones.
You need to be that special snowflake to lose late game armor as OKW.
This is why meds and above got +25fu cost on top of what they costed.
Not to mention, combination of that powerful infantry and armor was simply overpowering. 90% W/L ratio have been a good prof of that.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

no i wasnt loosing was wining absolutely until 10cp pamter came out of nowhere. played vs noob with 2 leigs. I had less units whole game and took like 75% of the map and like 65% of the fuel. Then i got t4 2 trucks. While i was teching he regained most map but then he lost his units and it was basicaly lost game for him. I had 2 ATGs but out of position when 10 cp tank came so he killed both trucks get 3 p4 1 by 1 and won.

okw dont have any supression platform so thats the reason of cheap tech and all these free bonuses from trucks

Post a replay if you want actual feedback on this game. The command panther and 3 P4s didn't appear out of fat air so your story is missing some key details.

replay was broken. i still dont know what is th eright way to play vs 2 leigs. I always tech to t4 trucks 1or 2. That means no tanks other than 1 t70 + 1 kv8 whole game until like 17CP - thats not enough

They are weak vs maxims, but that's about it.

"OKW can have a lot of tanks" doesn't sound like a balance issue to me. And from my experience, the timing of OKW vs allied tanks isn't off either.
I think you'd be better served saving your replays and posting in the strategy section.

All issues with okw stem from volks having the role of a blob unit, Obers coming too late and being too one dimensional, and the P4 being a generalist medium in a faction designed to not have generalists nor mediums.

OKW are weak against maxims until their first tier building is up and they can huck incendiary nades for death spiral funtimes for the maxim.
Nothing like watching 5 men run back into the fire one by one to start pushing the maxim again.

34-76 is something what you cannot use like quantity over quality esp vs okw so yes, 34-85 should. Besides it dies as quickly as 34-76 so nothing to worry about actually.
All factions have non-doc weapon upgrade for core infantry (grens, pgrens, vgrens, obers) or even racks (usf, tbf) what means no limitation of which unit can use it. Looks fairly, doesn't it?
