I'm pretty sure every brit player would agree with you. Why? Because the way it works now it is more a debuff when out of cover than buff in cover. They even get the special, weaker, version of bren that only performs when in cover. That means IS is a unit that needs carefull positioning to work instead of blobbing like all other long range infantry does, and that often one granade denaying cover means lost engagement even when dodged.

I would recommend building a mortar or flamer against IS, just a suggestion.
Perhaps tie the bonuses given to the type of cover?

This is already the case.
You can also destroy cover to create killzones. Buy minesweepers and spam destroy cover to limit their options in open areas. A great place for this is the graveyard on semois because you can deny your opponent heavy cover while keeping it for yourself. But you can do this all over the place.
Also keep in mind that units like pioneers are actually really cost effective against Infantry Sections, and can win fights up close.

While the cover bonus is cool in theory, it makes things a bit finicky. I say, either normalize them, or give cover bonuses to all baseline infantry.
