What about making the sweepers for Soviets, Ostheer, and possibly USF give a slight boost to repairs to begin with? You already trade out combat power on a squishy unit and while mines would be a good way to vet them up, it's still very dependent on things being detonated.
Would also be nice for the EFA. Yes, generally they'll have more Pios/CE than RE(unless spammed), Sappers(questionable), and Sturms, but non-doctrinally, they have no way to bolster their repairs outside of vet.

Minesweepers aren't a no-brainer upgrade. If you want your engis or pios to serve in defensive/support role, you take minesweepers. If you want offensive role, you take flamethrower or leave them be. More upgrades should have visible and important drawbacks, not less.Maybe. I think the Sweeper's a bit different because it's provides the squad with a special ability rather than a new weapon. Also, I'm pretty certain that minesweeper-equipped soldiers would carry a weapon with them in real-life. For example, the Soviet VIM-210 mine detector could actually be attached to the end of a rifle.

Exactly, there is a reason why many players and casters call the squad minesweeper squad instead of engineer squad after upgrade. They are such a usefull unit that they need no buffs, they could loose all, not only 25% of their dps, if you as me.
