So what exactly are Penals now?

It says in their description they are anti infantry troops yet their flamer is now essentially useless as an assault type weapon. Are they now just pure anti garrison specialists now? Cause I just don't see why anyone would buy them in their current state.

I kinda like penal flamers, but i think the tier they are in is going to be useless soon...

They are gonna be very powerful with the flamer buff, but they suck hard without it. Die like flies and underperform like shit.

Why? Considering the price changes I think people are gonna build both T1 and T2 now. If penals get some kind of buff, I for one will always go T1 then rush for SU-76 (as long as they don't nerf the glorious SU-76).

Their pricing is wrong. Everything else is OK. Should be easy to fix IMO.

They just need another SVT profile, with focus on mid range.

Lower the price and they become a slightly better version of cons, nothing else. They need better weapon profile so they can be something between Guards or Shocks (Elite) and Cons. Something like PzGrens.

i don't think the flame buff applies to infantry hand-held. plus the flame damage got reduced where u cannot crit models now. This makes clown car rushing+flamer penals less effective. tech cost changes do make t1 cheaper though.

Penals should be the soviets replacement for elite infantry for those doctrines that don't have guards or shocks. But right now even the basic infantry of UKF and USF are a lot better then them.

DOT effect will not apply to infantry flamers RMMLZ.

Reduce the cost and people are going to use them a lot, which will bring about spam whine, improve them and make them cost slightly more and people will be upset. In other words, they should get a change but there will be the ardent few who RAAAFFFFFUSSSEEEEEEE.

Defiantly need to buff their svt profile to more of riflemen garand profile. Raise the price accordingly

Even conscript scale better late game and con have at-nade

Didn't know that, thanks. And I'm happy that clown car cheese is getting a nerf. About Penals, I still think they need a buff because Soviets don't have good infantry options, specially long range infantry which scales well later in the game. Maybe give them DP-28 upgrade? Or maybe a mid/close range damage buff with increased reinforcement cost to prevent spamming.

And one more thing, you can't keep everbody happy that's for sure.

Been saying for a long time that Penals need to be medium to long range infantry for soviets. DP-28s as a choice other than flamethrowers would go a long way in supporting that.

Otherwise they have one role: destroying garrisons and emplacements.

i doubt they will be given dp-28 and become long-range units, since it will overlap with Guard Infantry. Maybe they should be given additional explosive ordinance. IMO T1 is kind of a mess. T1 is only useful for the clown car (nerfed soon) and snipers.

I love penals. They're fun to use and have some cool voice lines.
However with the balance preview, they are a lot less effective vs infantry, due to handheld flame thrower changes and the new squad spacing meaning you will only toast a squad one model at a time. (although this is true for all flamethrower infantry)

I'm sure they'll still be good vs buildings but I think they should change the vet requirements so that you can Oorah! at Vet 1 instead of Vet 2 (who uses trip flares anyway)
