I have a question. I live in a country where we have "load Shedding" Electricity cut out. Now what happens if my match timing is at the time of load shedding? It happens for about an hour and 4 times in a day.
It happens @ 06:00h GMT, 10:00h GMT, 14:00h GMT, 18:00h GMT. 4 times a day and some time in between.
Can i request time change if it happens at match timing?

After the brackets are posted, you can find your opponent. Friend him, make a match thread, and start your game.

Change your electricity supplier, or move countries.
The timings stay as they are. Sorry.

The number of players checked in can be easily seen at the top of the sheet. Right now there are 179 players checked in.

The match brackets (who you are playing) will be released @ 3PM (approx 1hr 10 mins from now). You will find who you are playing there. When you know that, either you or the other player will create a thread as outlined in the rules. You will also add that person to your friends list (search on steam for name or player id)
Then you will create a game following the rules for faction, map and position.
