Upkeep per pop has been changed from 4 to 1.5 and upkeep is applied from 0-100 pop (used to be only 25-75 pop, the rest was untaxed).

It means your manpower won't plummet to +100 (from +300) in the midgame when you've got an average sized army. It may drop to +180 or so if you've got a huge army, but it will swing back and forth much less.

The "rubber band effect" of a losing player getting +300 and a winning player getting +100 will be greatly lessened. Players should be able to close out walk-over games easier and won't be stuck with low-tier armies... now they'll have the manpower they need to add late-tier units to their well-preserved early tier armies.

It's a wonderful and drastic change.

The math is so easy now that you can do it in your head.

Manpower income per minute = 300 - (population * 1.5)

Say your army pop is 60. That means your manpower income will be +210 because simply:

300 - (60 * 1.5) = 300 - (60+30) = +210

The new upkeep system is breaking balance. Now it is so easy to replace lost conscripts. While the upkeep system change is a step in the right direction you must change more than that to start making things better.

Imo they should make it like coh1 riflemen, conscripts cost alot of upkeep, make supply yard upgrades reduce that upkeep and make vet slightly harder to obtain though easier to obtain with supply yard upgrades. Right now it is so easy even without the entire map to have a huge army of conscripts and just replace any of your losses whenever they occur by rebuilding them. And they're so cost effective too with hit the dirt and ppshs they can 1v1 panzer grens...

I can confirm this is a drastic change as I got absolutely steamrolled in two games last night, which never happened to me prior to this update. Seeing as how I suck really bad, it kind of makes sense...so I'm not complaining, I actually think it's a good thing. Though part of my problem was floating a bunch of manpower that I didn't realize I had due to the changes in upkeep. It will take some getting used to.

I think t1 Grens should have a pop space of 4 and not the current 6. Same with MG42 teams I think pop space should be 3-4 not 6. These are only slight differences but I think they add up over the course of the game and when against heavy conscript based play I think it evens out the MP war.

As Germans I feel like I am always scrapping for every bit of MP whilst as Russia I tend to sit on the floating side. Don't know if anyone else notices this?

Is this the actual upkeepsystem or has it changed in later patches?

Is upkeep based only on population? Not on different unittypes (tanks, inf)?

Well Munitions is due to Ostheer having about a dozen upgrades to choose from before even picking a doctrine while Soviet have Flamethrowers and dirt cheap abilities.
