Mixed feelings.
On one hand, we're getting whole new game with the changes and soon the brits, meta, balance, dynamics, all of that changes.
On the other, high ranks are littered with inactive people because elo drops for inactive players doesn't really work at all in a significant way.
But then again, if 400+ rank players haven't managed to get to that top 100, they likely haven't improved enough to actually deserve being there, recent Legends data shows that players below top 200-400 are forever noobs and only a handful of good players play coh2, all of them already being on the ladder, fighting for ranks.

Won't britts be OP at release? If that, won't there be a whine after couple of balance patches again? 'Some nice persons got their rank while OP, purge please' etc. I think it could be reseted after 'the last patch', if it happen.

Just wipe the ranks of the game modes that somebody hasn't played for ~3 months.
Or when somebody goes inactive, hide his rank on the leaderboard and after playing one match display it again. In that way elo would be preserved and wouldn't lose all the games you had with team mates.
