Or maybe it's because things like tanks w/ high survivability and forward medical trucks lend themselves better to team games than what allies have

I'll give you a chance though: Explain how allies require more communication than Axis.

I just find it amusing that the vast majority of whining comes from 1v1 players on forums even though 1v1 is only 18% of this game

Seriously tho, I used to be a heavy 2v2 player as well, and in vCoH I started as a 4v4 Scheldt hero. Point also being, many 1v1 players occasionally play team games as well, and among the vocal forum warriors/fanboys, there are at least as many teamplayers than there are 1v1 players (and some who dont play at all...).
With that perspective, I feel pretty confident in stating that, to take the most extreme example, ie. 4v4 is positively artless compared to 1v1. The things that distinguish the CoH franchises from other RTS games, ie. cover mechanics, the importance of flanking/true sight etc, infantry combat in general has much less significance in larger teamgames, owing to a higher density of units, accelerated teching, what have you. In short, 4v4 is a much more generic sort of game, and it would pain me if this somewhat dumbed down form would take preeminence in balance considerations.

From what I have noticed in team games is that allies require more coördination because assaulting from the front is not as viable as allies as it is with axis. MG42s, Target Weakpoint, always-penetrate-medium-tanks panzerfausts, the schreks, and the high front armor values of Axis tanks all make frontal assaults very dangerous and not rewarding as allies; and you can't pull off a good flank by yourself.

Axis on the other hand are better at frontal assaults, which is easier to coördinate with your allies.

1v1 is easier for allies at the moment, but the more players you add, the better the axis become.

The overall quality and number of allies players on +3v3 is lower in comparison to Axis, therefore you end up generally with worst teammates. That's how you get that huge disparity on +3v3 randoms. I'm sure that on AT the difference is lower.

Nevertheless, what you can bring as Axis in comparison to Allies, escales way better on one side.

3v3-4v4 balance BEFORE WFA, was a matter of resources and map. Nowadays i'm not sure how you can do so with OKW on the mix.

According to Relic, they tested this internally. Mirror factions with no differences other than colours (red blocks vs blue blocks), players were not told their factions were identical. Popular opinion was that red blocks were OP.

The truth cannot be hidden! Team games are clearly the preferred game mode of the People! 1v1 is more dead than herr fuhrer himself, with only a vocal minority of degenerates and political criminals creating an illusion of relevance.
