Lend-Lease fuel drop and OKW base AA defences

Plane starts its path from opponent base sector.
It get shot by Flak-30 in 80% cases, and if it is not, Flak HQ covers another 20%.
While Lend-Lease Tactics being my favourite commander for SU, I'm kinda annoyed that I can't use 20% of its abilities because of existance of faction which have AA from start and gets free AA just for investing 80 fuel into teching.
I'm 100% okay if it get instantly shot by dedicated AA unit like Ostwind or Flak Halftrack.
Want to counter aircraft abilities? Get dedicated AA unit. Simple.
I know that CoH2 doesn't pretend to be historically accurate, but still here is some data that also approves that this just doesn't make any sense:
2cm Flak-30
Effective firing range 2,200 m
As far as I remember appearance of fuel drop plane - it is Li-2.
Lisunov Li-2
Service ceiling 7,350m
Suggestions:
Make fuel drop plane unable to be attacked by Flak-30
OR
Make it almost immune to their fire.

I just figured out that this is maybe asymetrical balance where one side can drop fuel without any problems while second side can lose everything
Damn right.
I pay 100 MU for a chance to get 30 FU (10 MU to get 3 FU).
Effect is similar to OKW Fuel Transfer. Except latter is safe, non-doctrinal and little less effective (12 MU to get 3 FU).

ok i just ran a few quick tests on minsk. without the flak hq, and just the starting flak emplacements (3), they shot down the il2 2/10 fuel drops. however, with one flak hq placed at their natural fuel, they managed to shoot down 7/10.
It is getting even worse in 3v3 and 4v4.
The angle in which the fuel plane comes into the map varies. It does always fly over the map from the side of the enemy, however with some maps, such as lanzereth ambush, triggering the drop in your allies section of the base on the far left (if you are on top), or the far right (if you are on top) will completely avoid all flak, as the plane spawns about half way down the side of the map due to the angle. The fuel can be dropped anywhere in yours or your allies base section, give it a try and see if there are any other ways to avoid the flak.

It's normal from Relic that after WFA they did not adapt many commander/abilities to new environment.

Starting from the enemy's side is just lack of professional commitment to game design. Even before WFA was released.
