Does anyone know if this is a situational war spoils drop or just purely random?

I don't know but is very unfair that u can't pay for it, when they give the commander I had the game and I can't download for the steam fails, so in me opinion the commander need to be or give 1 more day or that u can buy it

They gave it away for free at some point but only for limited time, now you can only get it through war spoils I think.

Same here. War Spoils just annoy the hell out of me because I get so many dupes.

Coh2.org was participating in a contest between Total War Rome 2 called "Make Love not War." It was only for a weekend and when they won, they gave the doc away for free mates.

I know it can be gotten from War Spoils though. I was playing in a 2v2 with a buddy and he got it.
At least he's honest..

You can get it from war spoils now and that's the only way at the moment.

recent war spoils sucks... only drop like 1 per 7-8 games for me and in the pass 3 days i only got 2, 1 is skin other is faceplate...and i am still using default commanders for US army and OKW army i want a new commander!!!!

bought a USF IR Recon commander... tried it and was fun but nothing spectacular. a week later, i get the commander via warspoils.......

100% truth grass is always greener on the other side. I bought ostruppen the first time it was one sale. Still wasn't worth the 99 cents.

You kidding? Osttruppen is one of my favorite doctrines! The only thing keeping it from being one of the best things ever is Panzerfaust being tied to T1. I'd love to do some Osttruppen -> T2 -> T4 action, but without Panzerfausts it'd be way too risky.

Same here but replace "didn't play for a week" with "was sick of the garden game and decided to never play it again FOR EVVVER!!!!" - reinstalled it a few days later.
It is though God by command has withdrawn every other throne.

I too desire this commander if only to use against american rifle blobs. I'd happily pay for this commander. I have gotten so many duplicate WFA commanders and very few vanilla army commanders. I've found this odd since there are so many eastern front commanders and so few western front. At least to me it seems like okw/usf commanders drop at a higher rate. This commander in team games is amazing. One of my mates uses it frequently and well. I'm envious for sure.

one flaktrack in AA mode will shut that doctrine down worse than the OKW flakHQ shuts down allied air. that thing will cover a quarter of the map on smaller ones. if they don't have a vet 1 flaktrack though you're good to go.

Stuka Dive Bomb, Anti-Tank Strafe, or Panzergrens + Panzershreks. Or you could rely on a cheap StuG to do the job.
It's a potent as hell doctrine.
That anti-infantry strafe shuts down American rifleblobs like nobody's business. It's very entertaining since most players have an "auto-retreat" reflex as soon as their units are pinned.

Most of the time it is actually a benefit to have the CAS plane shot down. It only does one pass anyway and then it has the benefit of crashing (always point plane towards the enemy's side though).

Except it won't, because its close to impossible to stop single plane runs.
AA is made to prevent loitering strikes and loitering reckon planes, single strikes in 95% cases will succeed regardless of AA.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
