I tried to farm war spoils while watching dota2 #TI4 yesterday. Played 6 games stomping AI, got nothing.
The only thing that works 100% sure for me is that farming War Spoils map called Pepperidge Farm that was posted on the forums while using the AHK script.

It's not like you will play 100h and get everything. Have you played Diablo 3?
War spoils system is nor abiut getting something new in every 3-5 games. It's planned not for few moths but for years and get used to it.
It's really good as it is.
About duplicates... I don't know, maybe Relic should create something like "Market" where we will be able to exchange our duplicates? But such thing would broke X yrs plan.

If they come clean and say "all bulletins, they all stack", well, we'll have a reason for duplicates. I'll stack the pudding out of rotation bonuses for StuG's, I'll make them legendary.

Most of them stack, I belive that roatation bulletins stack too, the truth is that bulletins are worthless if you use different ones.

I think the main issue is how utterly worthless 99% of the bulletins are. Getting duplicates of this worthless crap is simply adding salt to the wound.

Just make them all stackable. Doing such would be really, really exciting if you hunt for example for 10% faster exp. Stack it 3 times and you have awesome exp boost. Same thing about penetration, rotation, armor...

Sounds great... on paper. Also you are naming the 1% of bulletins that are wroth using IMO: 10% faster vet.
what is mind-boggling is Relic continuously releasing bulletins that have values of 1% and 2% and cooldown bulletins for Jagdtigers etc...

Funny video but I've never had a problem.
Hardly get duplicate faceplates and I actually want duplicate bulletins for stacking (except faceplates or victory strikes).
BTW i've got just a little over 300hrs played and have managed to get all USF commanders and OKW commanders via drops EXCEPT elite armor for OKW (and that's mainly because i've stopped playing OKW).
Although it seems the drops are tied to the faction you are currently playing, this is not entirely true as sometimes i'll get a sov or wher drop when playing as USF/OKW, but i attribute this as relics way of enticing me to buy those 2 factions.

what is mind-boggling is Relic continuously releasing bulletins that have values of 1% and 2% and cooldown bulletins for Jagdtigers etc...
-Volks shreck combat package
-Any 3% accuracy or cooldown. Barely 10% increased dps on a unit is noticible.
-15% Stuka reload is almost 20s faster, which stacks with veterancy.
-33% increased sight for TA. Who needs spotters
-Any increased speed acceleration on light vehicles. This means, for example, for a Kubel to be able to outrun an M3, or an M3 a 222.
-Increased range on grenades
-12% increased pen on At guns
-Etc.
