Give them OOrah and more suppresion resistance,and cheapen the satchel.

I think they get oorah with vet 2, now don't they? And satchel price is fair because it inflicts some devastating damage to both vehicles and infantry.
I would love to see cheaper reinforcement cost because the only way to keep them alive is to constantly retreat them after they throw a satchel.

Anyway, I think 300MP and Bazooka upgrade (which is more my personal wish than a concrete suggestion) would be fair.

Yes, definitely 300 mp sounds like a fair price for a suicidal bombing squad
Well don't forget they have SVT Rifles, which make them superior to Grenadiers.
Personally, I feel like Penal Troops are more akin to Assault Grenadiers, since both units trade their AT ability for increase base AI. Since Assault Grenadiers are 320 Manpower, 300 seems like an okay price for Penals (or for both, actually).

The problem with native AT in T1 is that then Ost would not be able to use armored cars to hunt down snipers. T1 for Soviets forces Ost into a T2 tech. So you know that he is going to be playing T1, T2, and then T3, giving AT would completely prevent Ost from doing anything.

Perhaps they could be given some sort of durability bonus when the flamer upgrade is purchased and allow them to fulfill their role?

They are better AI than agrens. They shouldnt cost less. Maybe the other way around. Penals 320 agrens 300

Keep in mind that Grenadiers have 1.5 Armour, while Penals have 1.0 (i.e. none). Even though Penals have higher DPS with their SVT-40's, the Armour puts the Assault Grenadiers on equal ground.

On background with Conscripts with PPSHs (or Shocks if possible) they annihilate enemy squads. I even managed to kill retrieving squads that were almost full health.
Today I will try with Scout car, of course the problem is that it's getting very expensive unit so it requires good micro.

Only until grens get LMG or G43, then grens become vastly superior to penals.
