Yes, before WFA. That level system unlocked commanders as well, though I don't remember if you needed achievements for that

+1 on capping at vet3 it would be a nice feature, It is the most expensive scout car so a little scaling would be nifty. It can still be used but eventually it gets to the point where you know its gonna be a suicide vehicle b/c what else can it do.

You could never unlock any commanders through achievements, just bulletins.
Until relic implemented drops, you could only buy commanders.

As for M3, it pretty much never is alone, so I don't think its needed.
It extremely rarely makes it to vet3 as well.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

I remember Unlocking some commanders from leveling up but that could be wrong, it was 6 years ago

If you could cap alone mabye it could be alone, new strategies

I remember there was a bit of testing done in one of the patches a while back that experimented with the M3 getting a health buff and capping ability at Vet 3, but for the life of me I can't recall what test patch it was.
