It says Grim Reaper's Tool is not stackable, but it in fact does. If I apply my second bulletin then it reduces the cost from 85 to 81.

I can post a screenshot if you like.

It does stack and so does the info page say.

"Stackability: All bulletins stack unless otherwise specified." Means that if a bulletin doesn't stack it's highlighted with a purple border and the stackability percentage is displayed.

SU-76 and StuG III bulletins affect Elefant too
real nice, relic.

Meaning Elefant gets a total of 6 bulletins (all of which are pretty god damn good)
