1. AT stats the same as soviet baby-at gun M42 have. It make SU-76 only good against light vehicles. You can't spam it to kill mediums.
2. Make "Siege mode". In this mode it have regular and smoke barrages. Can't shoot to armor. Can't move. Barrages is free. SU-76 could rotate in this mode, but speed is slower. Also need some time to exit from this mode. It's make it vulnerable to sudden attacks.
3. With level get increased amount of shells in barrage (like Ml-20 ability) and decreased cooldown of barrage.
SU-76 become more defense oriented unit. While T-70 is more aggressive unit.
No one sane would even remember it exists, much less consider building it.
I'm ok with buffing its armour. Yet, I'm really surprised that a really flexible vehicle is downplayed so much. The answer You gave to Yourself is correct. 222 is followed by P4 whereas USF can field Stuart or a Flak HT. Since they need Jackson or Sherman they can't build too many lights. You can always replace the crew with echelons or just grab a bazooka with crew if you have to. The overall changes to M20 were good. It is still used and can surprise. I wish USF had a commander that would allow to get rid of unwanted vehicles for some resource return. It could also make it possible to make such vehicle viable.
222 is flexible.

-decent AI across all ranges
-hardcounters ultra lights and stands up to lights below light tanks.

M20 is not.

-bad AI at long range

Oh there is no question about that, it got good dps against anything it can hug with impunity, but if AI light is completely ineffective against mainline, I just can't consider it a good unit and being pidgeon holed into countering exclusively CQC and HMGs, well, I don't need M20 to do that, M15 and stuart will do just fine if slightly later.
If any USF LV is in need of a change it's the WC51 because that thing does way too much damage with the 50 cal upgrade.
Except, it does not.
Its damage is in line with soviet M3.

This one is about M20, you know, the unit no one have seen since last 18 months or so.
I'm surprised it ever was considered for a pick over literally anything else with its pathetic long range DPS.
It does not matter that the unit is durable, if it needs to get into faust range before it can start dealing anything resembling damage and its way to expensive toy just to flank HMGs.
Unless you REALLY want immobilizing mines, there is just no point what so ever to ever get it over M15 or Stuart, which both can actually inflict casualties from safe distance.
