KV-1 AI is great and it has enough AT to take out a PzIV if the PzIV decides to slug it out, so I do not quite agree that is sole purpose is to be "tanky".

It does not have enough AT to take out P4.... its exact opposite.
It has enough durability to outlast it.
It has exactly same gun as T34/76, which is inadequate against both P4 variants from the front.

But what is the actual point of making it fatal? As far as I know, the Soviets didn't even have light AP mines. Might as well just make it 5 muni for a flare.

This discussion is as pointless as it could be.
Tripwire mines always killed model and always will deal damage.
This will never change, because its too minor and niche thing to even address, now that squad wipe trick is out of the game.

Yes, that's the case but I'd like to know if it was intended for vet3 Grenadiers resist to tripwire flare while implementing the reduced damage modifier on them. If it wasn't intended (from a balance perspective), it should be fixed.

This is what it says in the notes of the balance patch which implemented grenadiers' reduced damage modifier:

"We think Grenadiers are in a good spot in terms of their combat performance, but with only 4 models, they get wiped too easily once heavy indirect fire and big guns start roaming the battlefield. We’d like to trial a change that replaces their veterancy 3 Received Accuracy with a Damage Reduction modifier. This should help Grenadiers survive explosions damage in the late game, without really having an impact on their durability versus small arms fire."

Since it doesn't say anything about mines, I assume it wasn't intended result of this change.

More of an oversight then intended, no one even thought about it before and the fact it came out so late after the change was made is a testament to that.

I don't mind tho, late game cons stand up to grens anyway now.

If one want to redesign Soviet without commanders one has to actually bring Soviet commander inline with other factions and removed and tone down most doctrinal units.

Ost didn't had PaK43 or Ele neutered once T4 and panther was buffed.
250 wasn't nerfed when PGs were buffed, in fact it was buffed as well.

Your logic makes no sense and doesn't line with reality of changes made to all 5 factions, who had both, core armies and multiple doctrines and doctrinal units brought up in line without castrating completely already existing meta units, while dominating meta units were adjusted to be just another option to consider, not the only, exclusive option to pick if you want to win a leveled game.

Your personal agenda was proven to be incorrect approach with each and every single patch across almost half a decade now as there was never before in coh2 lifespan a place with balance as good and meta as varied as it is nowadays and lack of dominating doctrines for all the factions(minus clearly batshit insane ost infantry doctrine 5 man grens and overperforming osttruppen but for non doctrinal reasons) as well as win ratios across the board being closest ever is a testament to the changes leading the game into balanced state.

Currently Soviet have a plethora of doctrinal units and many of them are above the doctrinal units of other factions.
