Not really considering the gren rec acc modifier as well as much better vet bonuses. Rifles are pretty potent early game, but they scale much worse then penals and weapon upgrades are the only thing to keep them relevant. In: COH2 Balance

Effectively means a 20% increase in health against most attacks because unit can now take 6 penetrating shots instead of 5. Sturmoffizier aura is a huge blob incentive and is also the best bulletin for damage output period now. So broken as first incarnation of bulletins then. Pretty much must have bulleting for KV-1 users then. In: COH2 Gameplay
