OKW starting manpower increased from 240 to 400, we want to open up build variations and currently all other factions can out produce OKW at the start now that volks are more expensive as well.

Croc cp increase from 12 to 13 same as all the heavy tanks
Croc cost changed from 700/180 to 640/230 same as the other heavies

Maybe the problem here is OKW panther rush, which isn't really excused by anything anymore now that fuel penalty is no more? Maybe OKW needs "hammer specialization" to put their panther timing at the level of other T4 tanks? This is the only reason why comet and churchill were delayed, it makes no sense from balance view to keep okw panther at this timing and tech cost just because okw. The "because OKW" argument died with resource penalty.

AVREs and crocs cannot be spammed, they are limited to one per player. the someone spams chruchills get a pair of jpIVs and hard counter them.
