Reminds me of what my friends and I used to do for old school RTS games. We called it "Cold War", with maybe 30 minutes of build up before an all out war. Lots of fun.
I don't believe there are any SCAR functions for this, but you wouldn't need your mod's name in the EBP, since the mod's GUID is prepended to every blueprint (GUID:blueprint).
As for using slot_item_add, that seems fairly unusual. It is likely that the person who created the Obersoldaten squad did not want to also make an upgrade, and instead gave the slot_item directly.
While you are able to do that, the game will detect that you have an invalid file structure and refuse to load your .sga. Not much you can do to get around the lack of .abp files, I'm afraid.
