Well, there is an RGD to XML tool made by Copernicus, but it converts to regular XML and not the format that the Attribute Editor expects. So, you would have to manually edit each converted file to the proper format, which would be an absurd amount of work.
Janne uses a lot of SCAR (SCripting At Relic), which is basically Lua with some functionality removed. So, he does not use anything different, since SCAR can be used in a Win Condition Pack.
I have a tutorial for how to use SCAR here. It assumes you already have a Win Condition Pack set up. If you do not, I have a tutorial for that as well, here.
-mod <modName> was disabled when the game was released. The only way to load a mod is to load it in the game lobby, under either Tuning Pack or Win Condition.
The game has checks to make sure only allowed file types are used in a custom archive. There is no way around it, so you will just have to wait until it is officially supported by Relic.
Anti-tank guns and machine-guns are team weapons, tanks are not. There are a couple of options:
- Add an abandon_action to the action_apply_ext of the Panzer IV entity, which will allow it to be recrewed once.
- Add a driver to the recrewable_ext of the Panzer IV entity, so that it has an actual crew like the US tanks.
