Rushing a tier or unit usually implies skipping or delaying something.
What are Soviets exchanging to rush for T3? Nothing different than before: having both T1 and T2. Which I don't think many Soviet players went for. The real change is that the t34/76 is in T4. But this is based around the metagame, not the strategic choices (rushing a tier or unit) available to Soviets, since Soviet t1 and t2 didn't change. The choice between T3 and T4 is still real, but it no longer leaves the Soviets with a strategic hole in their army for Axis to counter/capitalize upon.
However, despite this, this is a very necessary and beneficial change to the game. It is a long time coming that the Soviets tech without crippling themselves.
The problem is that Ostheer t3 is really powerful, and moving it around heavily impacts the faction's performance. There is no true light tank or vehicle for Ostheer, (maybe the HT, but the 222 is nothing more than a SC with a gun that can penetrate M5 armor. Changes to improve light tank and vehicle play was by default not going to help Ostheer much.
I wonder how it would go for Ostheer if the T3 was cheaper, but the P4 couldn't be built out of it until T4 phase was researched.
It'd delay the all-rounder tank, but allow for StuGs to be out earlier to handle the lighter vehicles. T70s/SU/76s v StuGs is still one of the more interesting matchups IMO.
