I’d rather see a fictional Cold War era fight set in the early 1990’s where you can have basically all of the high notes of a modern setting without the crippling effect of being actually contemporary. Fiction is fiction and getting upset by it is silly.

You can also do things in an alternate history setting that you can’t in a truely historical setting. WWII as a setting is both the foundation of CoH and a crutch.

Of course if they do end up doing WWII, an earlier setting such as the North African campaign into Italy would be very cool. I’d like to see Shermans as the heaviest medium tank as they actually were in those campaigns with the very rare Tiger I being the exception. Early Churchills had weaker guns and there’s a very interesting blend of British and Italian armor to be experimented with as well. Panthers and King Tigers have been done to death when the most interesting battles were fought with Crusaders, Shermans and Panzer IIIs.

Having free global upgrades that stack on Cons that reflects the growing power of soviet industry and efficiency is an interesting and unique way to buff cons.

I suggest tying the proposed incremental upgrades to each building the soviets construct. This way fast teaching or skipping tiers will not let Cons reach their full potential, while late game they can become quite good, but only if you invest into building all four tech structures.

One building: faster reinforceing
Two buildings: reduced reinforcemt cost from 20mp to 16mp
Three buildings: PPSh upgrade available. 40 munitions for 2 PPShs
All four buildings: 7th man available on reinforcing

Replace doctrinal PPSh upgrade with DP-28 LMG upgrade that is exclusive with the PPShs.

This would also encourage players to back tech to skipped tiers in long games as each tech structure built gives stacking benefits to their core conscript army. This more diverse army with all four tiers is even more suited to a conscript build where using team weapons and various vehicles benefits from the conscript merge ability.

I think it further encourages a player who started with a penal troops opening to build conscripts later in the game. There’s no reason that a soviet player should have to choose only conscripts or penal troops. Every match should have conscripts in it just like every match should have riflemen, volksgrenadiers, infantry sections or grenadiers in it. They’re the CORE infantry, but not the exclusive infantry.

Putting soviet sniper in T2 would basically make CoH2 Soviets the same as vCoH US. Lol

This really just reinforces my opinion that vCoH had better vanilla faction design. (Let’s not talk about vCoH British Forces and Panzer Elite. :/ )

As Miraflage alraedy said it's almost impossible to make this ability global becouse it takes only weapon slot cons have. That would block PTRS and PPSH upgrade. And blob of vet3, 7 men cons ohraa across the battlefield is not what we need right now.

Then don’t make it take up a weapon slot.

As for 7 man squads with PPSh or PTRS being OP, you’re right, they might be. But I don’t think they would be wildly too powerful especially if they are locked behind T4.

It also encourages Soviet players to tech to T4 rather than go up to T3 and then play for call ins.

Of course this implies that you reduce the 7 man upgrade to only include the free 7th man and the reduced cost, but not give them the other bonuses.
