I like the way the soviets play to be honest. If I could change just one thing, I would maybe bring that su-76 to a lower tier
It's just I don't use many soviet vehicles besides, the katyusha 
maybe a side tech 2.5 but not on tier 2 only completly destroy light veichle play and tank

No, I will insult Relic, because their decision to nerf Maxim insults me more! What are they thinking?! Maxim doesn't deserve nerf. And buffing penals instead won't make it better. I need effective supression platform, not effecitve infantry.

Nerf Maxim's ability to A-move to victory, buff Penals to give Soviets a non-doc elite infantry and compensate, minor armor buff to the M3 and bring Soviet T34/76 MP down to 200 while increasing fuel to 90. Penals work, late-game can actually spam, Soviets are unique and capable.

KV-1 costs 420+145, thats too much for Main Battle Medium Tank. T-34-85 is perfect decision.

KV-1 is just more armored T-34-76 with lesser speed. It's not that better, than T-34-76 itself.
For to make T4 reliable again, they just should throw out T-34-76, becuase it is too old for 1944-45 wars (just as KV-1, pretty old tank too) and put there T-34-85 for 380 MP 130 Fuel.
And instead of penals in T1 should be some AT infantry. Maybe penals with PTRS, maybe AT partisans, maybe Plaugemarines with rocket launchers... No matter how, but T1 should get AT infantry, just as entire USSR.
And of course - equilase Maxim MG to MG-42.

Kv-1 can stay as a doctrinal unit. I agree with the T-34/76 side teching upgrade to make it come out in tier 3.5.
