Every faction in game has at least one commander specializing in stealthy infantry play and intelligence. Partysans, Salvage/Special Operations, Jaeger Infantry and Encirclement, and Commando Regiment all give their respective factions the opportunity to be played in an infantry heavy manner, using stealth and surprise to catch the enemy off guard before they can react.
Now that USF has Pershing and Rangers, this is truly the last hurdle for USF to be the greatest faction in CoH history. I present to you, curious reader, Infiltration Company.
Partisan specializes in stealthy infantry play - Their non doctrinal infantry sucks, by using Partisan, they abandon Guards, Shock troops, and all weapon upgrades for Conscripts
Luft ground forces Most comparable to what you suggested with different role and playstyle, but the focus is Fallschrimjager which is almost a mirror of what you are suggesting. EXCEPT it is inferior in every way to the unit you are suggesting... considering they both occupy the role of elite infantry, this is where the issue comes.
Salvage - They (JLI) can infiltrate, but cannot cause a lot of damage due to rifle armament
Jaeger - No pop out of building unit like you suggested, rest of their ability apart from camouflage is not exactly "stealthy" either.
Encirclement - Stormtrooper needs 100 muni to get STG in order to anti infantry, not exactly noteworthy in terms of power until upgraded and even then. They also have long upgrade time despite being able to upgrade in enemy territory
Commando regiment - Furthest from stealth you can go, their glider is not "stealthy", and the rest of their ability seems useful for frontal assaults? I mean, smoke raid, assault, mortar cover, etc.
Special operations - Are you kidding me? Are you telling me infiltration grenade, STG ober, Artillery flares and a call in Panther is "stealthy"? no?...
PS: Radio silence hides units from minimap BUT, capping instantly shows location, shooting instantly draws attention
Giving USF this commander, as you suggested is not the greatest hurdle overcame to become the "greatest faction in CoH history", it is ridiculous.

If I am to reverse your suggestion to something along the line of this for OKW, what would you think the issues could be?
0 CP - Ambush Camouflage - Allows all OKW Infantry to camouflage while not in negative cover - 30 Munition
1 CP - Radio Intercept - Exact same as Soviet version and your proposed version
5 CP - Brandenburgers - Elite infiltration specialists (4 man) who can plant demolition charge, throw bundled grenade, stealth, moves through rough terrain with no penalty, armed with STG-44 up-gradable to include a scoped assault rifle which carries damage over greater distances.
8 CP - Signal Jamming - Mirroring your ability
15 CP - Arado bombing strike - 3 Arado bombers fly into the battlefield at high speed to deliver 3x 1000 kg bombs.

Camo for all US units is extreme, considering that double BAR rifleman, vet 3 and now cloaking would make them near impossible to counter as they can close the range. That applies to Sturmpio as well. Cloaking Obersoldaten.........
Radio intercept is fine.
Spawning anything with extremely high close range DPS, with cloak, demo, nades and all out of a building is a bad idea.
Killing the minimap/ spamming the voice is just annoying and unfun.
Please do look at other faction's units/ infiltration units in depth, in particular the stormtroopers, Partisan and Fallschrimjagers. If the unit in your mind have too many inherent advantages over all of them, it is unbalanced.
