Not entirely true, as the JLI require a truck set up before they can upgrade their sniper rifle. Combined with the necessary munitions and upgrade time, that puts the sniper pretty close to 2CP.
and up to my observation, jli user tend to use medic kit to heal and maximaze the number of jli they can produce so i believe medic system do matter.

they can already snipe with the cover bonus before they upgrade the gun
One of the reason why jli is great is timing . it come at 1cp so thats 2 min mark and if okw player played aggressive early the allies unit on the field will be heavily wounded. allies healing no matter which faction require 250 mp / 180 mp for brit to tech to while okw squad can heal very easy with medic kit. If allies player tech healing they will suffer a squad less compare with okw guy. if they not heal the sniper system will make them suffer. jager wasnt problem before this patch because by the time of 2cp allies have already completed their healing system and will not bleed in large amount of mp and thus lose the engagement on the map that easy.
Even better, your T3 locks 1/3 of the map (your side) and then after a good push you can lock your opponent own cutoff for quite some time for a cheap price.
What could go wrong.

lol yeah cant wait to see usf ukf win ratio drop from 30% to 20% and check out the 250 sight with scope at vet 2.
the lock down ability of scout car are dumb .. for map like hill 400 u are able to complete cutoff and not allow opponent control fuel point just outside ur base and at 1v1 map like crossroad / langre u can protect ur own cutoff using it while protected by base flak
