The mortar halftrack is bad if you're using it wrong. It's an extremely good unit in a doctrine that's the second best, if not the best. I've had countless games where the USF mortar won me the game.

I won the game yes, but it doesn't matter as the meta is still killing the game. Yeah it is beatable by some micromanagement but it gives a huge advantage to Soviet player. Do you think it's working as intended?

Don't bother using the Jeep or the Halftrack. The doctrine itself is great though for withdraw and refit. It allows you to go vehicle heavy and still get mediums in a relatively rushed time.
Well waiting for the new patch is out of discussion, because one month is too long. Second, why not try out new things? The USF doesnt have any insta-win units or insta-win strats, so why not check out new and maybe idiotic ideas |
Nothing else to write until British patch. Trying to find some more tactics to play with the mecha commander Jeep and m3 halftrack usage paired with aa Halftrack and stuart. So far only comp stomps because checking out maps compatibility is also important. Still it is a fun tactic but it will fail miserably  |

Matching the soviet light armor against the ost mechanized is just going to end poorly for the german.
The su76 and the stuart were recently buffed to make them decent even in the face of pziv or panther. Ironically the recent teching buff for the allies might necessitate nerfing the stuart and su-76 back to the previous level.
I don't like the recent teching changes to the ost, usf, sov at all. It tried to extend the light tank phase of the tank when the ost have no light armor at all. Not to mention the Allies and OKW light armor were slowly moving toward a state where they would remain useful even into late game.
It feels like the tech changes were designed and implemented without taking into account the recent buff to USF and Sov light tanks.

Some possible changes to improve partisans:
1. Give the sprint.
Sprint allows them better mobility behind enemy lines and allows them
to "retreat" without actually retreating.
2. Allow them to decap rapidly but can't cap
To align more with their roles as an ambush unit disrupting enemy
lines.
3. Give them ambush camouflage
Makes potential ambushes more lethal
4. Allow them to reinforce from ambient buildings
This allows them to sell the image that they aren't necessarily part of the army but civilians fighting
in the war.
5. Allow them to hide while in cover and have hold fire
Allows them to perform as recon units. Also useful for ambushes.
6. Increase their squad size to 5 or 6 but spawn with 4
To show that partisans weren't always as well equipped as the red army
but meeting with the red army allows them to be more equipped to fight
against the Germans.

My central complaint here is not that axis is OP (it varies from patch to patch and game mode to game mode), it's more like that all of the design decisions they took trend towards Axis getting to play with all of the cool toys in the toybox. Ostheer in particular is unambiguously the most well rounded and well designed faction in the game with no obvious factional weaknesses. Great core inf, great support units, great tanks. Late game artillery/indirect is not as good as Soviet (at least, in current patches) but still respectable. Their core army works well even without access to doctrines.
When I say the design decisions leading towards this, I'm referring to things like the OH getting stock Panthers and late-war model Panzer IVs, but then giving the Soviets the regular T34. Or how there's all this late war kit on both sides, but then the Russian infantry is designed as though they're still under-trained and disposable cannon fodder for the most part. Or how they chose to theme the Western Front expansion around the Battle of the Bulge, preventing old favorites like the Pershing from making a reappearance. It's like, Ostheer is Die Wehrmacht's Greatest Hits Album while USF is just one EP from the middle of the career of that army that doesn't represent how their sound changed over time. And Sov is a the Youtube Mix based off this one song you listened to one time that has a bunch of related stuff but in no particular order. I hope this strange analogy makes sense 
These decisions aren't some conspiracy, it's a series of coincidences, but I find it mildly irritating. USF would have been the most ideal place to put your crazy air supremacy doctrines, but instead they, too, went to Ostheer. And they get doctrines with cheap, disposable infantry, and fast, mobile striking units like the Puma. At this point it feels like they're stealing all of the other factions themes and ideas too!
