OKW float manpower because (my opinion):
-some units cost to little pop cap, therefore the mp gain is bigger
-Vehicles and tanks are expensive in MP and POP cap, OKW can fight and sometimes win without vehicles and tanks thus more MP
-Volks are a cheap meatshield so other units dont get hurt to much.

IF we bring back 100% munitions and fuel it will not increase the overall vehicle count of the OKW army but the numbers of KT and Jagdtigers in the end game. The main design problem with OKW is KT and Jagdtiger. Delete them both replace with something else or dont replace at all, give 100% fuel and maybe just maybe we will see a normal game without Panther spam (altough players tend to play the easiest tactics so less effort big Win). |

From what I have seen so far, OKW players have effectively stopped to rely on Ober to spam more volks + sturmpio/jaegersfusillers/falls... I guess the problem comes also from the people who just prefer spam an A-move blob than use combined arms.
OKW faction, appart from all the combined arms options it offers to play will remain the A-move blob's players favorite faction.

People use heavy tanks, because they are OP. IS 2 is THE Soviet tank others (KV 1,2,3,4,5,6,7,8) are all forgoten, because they suck. Why no p4 and why little panthers but straight to Tiger? because close to OP. Why king Tiger ,well OP. If you want a different role for the Heavy tanks, make them damage soakers not damage dealers. |
Jackson is a PURE Tank Destroyer fitted only to deal with Tanks. Why would you make other heavies (that are good allpurpose tanks) better then a Pure tank Destroyer? |

Decoy, and bump your best DPS dealer into it, kill in less than 20 seconds.

And what do you expect? in 3v3 and 4v4, 99.9% of players are scrubs.

Katitof, calm down. I think most neutral observers can agree that
1) Soviet stock units are not super great (except for the T70, which is a model murdering machine) compared to the call-ins, which is a problem, but also that
2) The Soviets currently have the best army by a long shot, since there are no gaps on the roster. Soviets have 30 muni mines, core infantry that scales at least to midgame, elite infantry that can wipe Obers at melee range, both of the best indirect fire units in the game (stationary and team-manned), pound-for-pound the best medium tank in the game, the second best heavy tank in the game after the KT, and a reasonably effective AT gun with a powerful barrage ability. Obviously you can't have all of those things at the same time, but that's kind of beside the point, which is that the Soviets have an answer for absolutely everything that can be thrown at them, and several things (like the 120mm mortar, or T34/85 spam) that the Axis factions have no direct answer to. I mean the only weaknesses I would really attribute to the Soviets are the length of the molotov throwing animation, and the lack of damage-dealing handheld AT, though for what they do the stock AT nades aren't bad. Compare that to the OKW medium tank situation, or the USF heavy tank/elite infantry situation, or everything about Ostheer.
Getting back OT, the Schwerer flak cannon needs a moderate penetration nerf and then a slight nerf to either DPS or suppression. That's all, I should think.
