Take into account that OP is mostly complaining with a 3v3/4v4 gameplay in mind without a clue at what rank he is playing. I've never seen more than 4 Penals (3 been standard) and all the talk about map capping, garrison and cover control lose all meaning on those modes (one of the weakness of opening with T1) as shown in the replays i put up.

if that mode is what we are talking about...SOV is completely fine - even maxim and conscript do fine in that mode.

And actually, I wasn't talking about 3v3s and 4v4s. Penals are still powerful in those modes but the gamemode is sufficiently dynamic that a comeback can almost always be made.

Penal spam is the worst as far as I have seen in 2v2s. In that mode, it is an insanely powerful meta and almost nobody with a brain tries anything different when playing SU.

AT satchel must come only with PTRS upgrade. Until then penals will remain the ultimate infantry.

Switch Penals and Guards Role. Like they should have a long time ago. Penal can even get Flamethrower back. Soviet still keeps "Elite" Inf and light-AT option in T1 but is is also better for historical acurracy(using irregulars and "suicide-squads" as elite inf for soviet faction - 1st class nazi propaganda you got going there relic)

The Soviet commanders should act like the Communists they are and take some suppression from the dhsk and give it to the maxim
