That too. You get Stuka at like 12 minutes if you get a luchs at 6. Then just cover with raketens, fausts, and schrecks. Axis doesn't have to play very aggressive.

When CP hits 10, you need to have 2 Raketens to cover your AT. Its only a matter of time until you get your own callins(be sure to tech once you have more than enough fuel for Command Panther/Ostwind or 1 is already on the field)

Last timed I check, Lend Lease has not be changed other that the Sherman call in times has been nerfed. If you want a replay reviewed, there are a lot of strategists ready and willing to help you.
Generally when playing against soviets, there are 3 openers. T1, has the penals. Penals are a very strong unit. If you can force the Ptrs upgrade, your grenadiers will have a much better time since it reduces their anti infantry damage.
A T2 opener, expect MGs and mortars. Ostheer mortars are generally superior and additionally can help displace the mgs.
A T0 opener, you will see a lot of conscripts. If your opponent is smart he will not be blobbing them and sending them on a lot of flanks. "If you see one, there are two." He/She will probably also get Molotovs. Consider building an additional MG 42
Vs Lend Lease
CP is Lend Leases game, avoid engagements so the CPs will take longer to generate.
Dshk like any other MG can receive mortar fire
Air Drops are easily shot down, 222 can shoot them down and Ostwinds will rip them apart.
Sherman and any other tank spam can be warded away and killed off by duel pak 40s when positioned properly. Additionally, use mines to cover the flank.
I have always found blobs relevantly easy to deal with. Against a blob duel MGs can easily ward away any blob. Additionally, I always keep an anti-blob commander in my roster. Descively defeating blobs and your opponet usually can not deploy anything else because of their lack of manpower.

It's just so boring to see Penals in every game, but you cannot blame the Soviet players. Maxims are too weak and Cons are still cons. So, logically you have to resort to Penals, which are still pretty strong having replaced Guards. I would like to see Penals being toned down a bit (especially the dmg against retreating units) and Maxims + Cons buffed, so that you have some versatility.

If you buff conscripts significantly, and you nerf Penals, you will see same as with Maxim.
Total disappearance of Maxims and Penals and only Conscript spam.
Then you nerf mines, conscripts and guard further...
And then all soviet players turn into OKW players

Tl:dr make soviet non con squads bleed like a 4 man instead of a 6 (rebuff guards maybe then..) And then they become a specialist unit instead of an effecient blobable one (maybe hit team weapons with thia too and rebuff the maxim)
Problem is pound for pound you can out bleed the enemy, if you bleed too well hot damn!

..Of course merge is there ams an option, but thats the point of it! Of you need 4 con squads to sit at base to merge so you can support your 5 penal death squad then you are paying in upkeep!

Actually a conscript squad with 1 member is enough to reinforce retreating Penals. The reinforcement time of conscripts is very low and you create enough conscript members in the time the remaining penal member need to heal.

Or maybe use cover with your volks... I mean if they're blobbing cover will really give you the advantage instead of a-moving or something, and you got flamenades too.

Tell me OKW players, how do you counter this BS ?
Luchs - Puma - Stuka all stuff mech provides - into command panther, and make some mg43s. U need to be very agressive early game to get fast luchs, then get puma to counter t-70, and sherman (yes puma can counter sherman pretty well, especially in combo with rak) Stuka for teamweapons - dushkas, ats, and penal blobs. Command Panther for late game, then get schewer.
Basicly this replay of mine show all of it in work, though I lost some of mech stuff stupidly, but if this build worked vs top 20 sov player, it should work at all levels.
