Lol sticky satchel and only 35 mun... I think it will ruin the balance very badly
It's not sticky-sticky
You aim the new satchel as the ordinary one. If it hits the tank, it stays there. Otherwise, if it misses, it stays on the ground. We did a lot of playtesting with it with Firesparks and Hector yesterday, and it is not very easy pulling this skillshot off with a 10-range.
It's just something fun to make PTRS Penals feel a bit interesting, and not like complete chumps when the heavy panzers arrive.

Lets make okw ligh vehicles for MP only ? Why not ? Why need change price for luchs ? OKW in both tiers have best light vehicles for all targets, supress, AI, puma, all this into ostwinds or com panther are to strong. But you make its more cheaper. Nice one guys. Try to make more pleasure for axis lovers l2p histeria. Coz all this things dont change facts that thay have problems with another things.
But light vehicles u have mentioned are specialist not all arounded like t70, stuart and AEC...

To further emphasize a PTRS Penal squad’s role as a light AT unit, the PTRS anti-infantry damage and accuracy has been reduced to prevent the unit from excelling in both roles. These changes do not affect the PTRS’ performance against vehicles.
I would suggest for the PTRS Penals if possible to change veterancy bonuses because the current one do not fit the role of "light AT unit", big accuracy bonuses do very little vs vehicles but too much vs infantry, nor does the vet 1 ability help vs vehicles. Vet bonuses and abilities should help units to perform their intended role better.
Also increase pop to reduce AT Infantry spam.
Increase XP value to compensate for higher target XP value.
It would probably be simpler and a better solution instead of having an PTRS upgrade to have 2 different units. AI Penals and PTRs Penals.

How time need t-70 to kill luchs ? Did he wipe it ? nope, its not old stuart.
AEC now are not so good vs infatry, so he close to puma.
Stuart maybe yes, dont test it in new patch.
So 3 allies factions compared to 2 OKW tiers, nots bad for OKW.

so sticky satchel is still aq timing ability? if so then it's pretty much useless vs more skilled players
Don't worry, I'm sure pathfinding will give Penals opportunities for it more than we could count
