Soviets received their cookies too, if we are to mention penals and T34s. Default mortar for USF opens new strategies, changes for M36 and for scott are also rising the faction.
Related to OKW, all of these changes are due to the shreck removal from volks. Will OKW be a stronger faction now? YES. But also soviets will be a stronger faction.
The only "forgotten" faction is OH even if it will tech faster. They are a resources eater while having almost the weakest core infantry now.
I foresee for 1v1s an even weaker OH than until now, given other factions' buffs. From 2v2s ahead I don't really know but overall there will be simply no reason to chose OH over OKW.

This thread. So unbalanced.

You could do this with ALL the factions.
To demonstrate:

here's the story,
*USF has the most survivable vet on mainline infantry,
*non-doc and versatile weapons upgrades that can be dual wielded
*non-doc snare,
*non-doc suppression in their engineers
*mobile healing not tied to tech,
*non-doc call-in artillery with major
*two types of non-doc mortar
*aaht with on the move firing
*free FRP with teching
*smoke grenades
*free vehicle crew with almost every vehicle
*non-doc vehicle self-repair

or with UKF:

here's the story,
*UKF has non-doc flamethrowing light vehicle
*most efficient mortar with the longest range and free laser forcefield
*nastiest anti-infantry emplacement with free laser forcefield and can turn into instant suppression platform
*deadliest pioneer unit upgrades in the game
*non-doc access to weapons racks for versatile dual weilding
*longest range and cheapest handheld AT which is also anti MG, with fastest reload rate - the only handheld AT which can hit the rear armour of a tank from the front.
*non-doc trenches
*most efficient medium tanks in the game with best infantry crushing ability
*most armoured and deadly AI / AA tank in the game
*most deadly non-doc tank destroyer with tulip rockets for assured destruction of the target
*can build multiple reinforcement points and in field weapons racks
*mainline infantry get best cover bonuses in the game
*sniper which doubles as AT also with bonus engine critical shot
*choice of upgrade to either fastest repair in the game or to throw goliaths at the enemy from any infantry unit.

etc etc etc etc....

Every faction has special sauce. You do yourself a disservice by claiming one faction has ALL the toys without turning a critical eye to all the others that have special toys too.

Well the OH's sauce taste real bad comparing to OKW/Soviet/USF and even UKF sauce. Each and every one of these factions have a number of top strong ingredients (units) in their class. What does OH have top of the class? Grens?Lol. Mortars?Lol. HMGs?Idon't think so. Sniper? Hey the squad has just one model and it does shit to vehicles compared to you know who.... Light tanks/vehicles?Not top of the class, sorry. ATguns?They were, not anymore. MobileAT? Mm... Nope. Medium tank?Debatable! Best heavy?Think again.

Can't you people see? Everything is to weak, to expensive, or both! Back in the past OH was struggling to reach a powerfull late/end-game, opposing to hell in the meantime. But if they reached late game, they had the reward, a berry good chance to win. What now? OH struggling to reach late game for what? To use some dubious tools that are verry different from what they were?
Everything was nerfed, across the board, from early game tools to middle and late game tools: mortars, grens, paks, panzers, tigers, elefants.... So why are you even suggesting that OH is balanced?

Interestingly, OP is talking about OKW, you mentioned USF and UKF, and so we've got all non-EFA factions covered. Which is exactly the point he is making, and I've also made in a separate thread. The vanilla factions are powercreeped in terms of available "toys".

Don't read into it. I chose to not bore everyone with a list of Soviet specialties, which are numerous. Just off the top of my head: non-doc demo charges. Oorah. Cheapest and easiest to obtain healing. Largest average squad sizes. A variety of AT guns that fire over shot blockers and double as artillery barrages. most mobile mg. elite non-doc infantry who lob nuclear bombs. M5 halftrack which can instasuppress five squads. tripwire flares. Best OP light tank in the game - T70. This is not counting any doctrinal stuff.

And although I agree with Rimmer above about Ostheer indeed being more a jack of all trades, they do still have a couple of special toys. The best sniper surely, best mg, best AT gun. Basically solid support weapons. Plus soon a great anti-blob tank non-doc.

The biggest "flavour" problem I can see lies with the Ostheer. And it's not about the available toys (they have enough of those), it's that all their options are meh.

Sure, you can go for Stormtroopers. But why would you, considering that they are significantly worse at anything than PzGrens (which are already a bit iffy, due to their low survivability against anything except Conscripts).
Sure, you could go for Assault Grens. If you're too stupid for basic maths that is - two Pioneer squads will have more DPS for a wee bit more manpower. Why would you ever go for Assault Grens?!
Sure, you could go for an Elefant. But why would you do that, if you can get three StuGs instead?

Yes, they have just as many or even more toys than the other factions. But most of them are either utterly useless and overpriced, like the Mechanised Assault Group, or don't do anything that your existing forces can't already do - and your existing forces aren't that great to begin with.
The notable exception from this are actually Osttruppen, as they offer a way to play that is otherwise barred for the Ostheer - and a way that actually works. What way to play does the Artillerieoffizier offer, other than being a waste of manpower compared to a normal Grenadier squad? Heck, in the future even the Major will be more effective than the Artillerieoffizier...
