Don't Step on the Grass not lowering cost of Teller Mines

Don't Step on the Grass is supposed to reduce the munition cost of Teller Mines (50 munis) and S-Mine fields (60 munis) by 6%. Before the Feb 25 patch I was able to lower the cost of both mines to 42 munis and 49 munis respectively by using 3 of these bulletins. Currently, even with 3 bulletins, the game states that I must have 50 munis to place a Teller Mine, however it allows me to place S-Mine fields for the discounted 49 muni price. I've tried switching out bulletins with duplicates, but nothing seems to be helping the fact.

My tellers always cost me 42 munis, not sure why it would differ

Stacking will be removed, but that doesn't change the fact that this bulletin does not do what it claims to do on its own.
