bulletin that no longer provide any bonus:
Ostheer
"Get to the guns" cheaper upgrade no longer applicable...
USf
"Veteran medic" recharge ability no longer applicable...

Bulletins that do not work:
Ostheer
"Shoot for the starts" affects no Ostheer units... work only the pak howi according to Cruzz (wrong type of unit and 4X the bonus)

Bulletins Borderline useless:
OKW
"The harder you fall" dispatch for unit limit to 1
"Sharpen those claws" penetration for unit with 100% against all allied vehicles

There allot more that are pretty bad but I tried to keep it limited those that are extremely bad or not working...

"Sharpen those claws" +3% of 525 penetration? indeed. I cant think of something that have that much armour even with multiple buff.
