New Kubel

A 210 MP capping unit with the fastest capping speed in the game that can get away pretty easily if not snared and suffers no bleed due to the fact that it's a vehicle. It also has 4.5 armor on all sides for some reason, making it difficult to kill even with an M20.
It's super easy to harass with and hard to defend against as you can poop these out at any stage of the game and send them to cap cutoffs/important points etc. while fighting the enemy army. They are also hard to pin down since they can outrun any infantry unit you may send to counter them, beginning a tedious game of cat and mouse.

For a fast vehicle that can get out asap, it's already enough to be able to get out fast and decap. It does not need to be faster than others.

It's one of the few units that doesn't need to be adjusted at all right now; fits perfectly fine where it is as a scout/caping vehicle. Just add a 5 fuel cost and that'd be enough.

You loose 210MP when its destroyed. And its not an effective combat unit. USF has its troubles against this, but why would you not use rear echelons to defend a cutoff or fuel against it? Build a tank trap --> green cover --> he needs more than just a kubel to harrass.
I do agree that it doesen't need to have a faster capping rate and it would be a great idea to let it only decap territory. This way you would have to think more about when to build it since at the start it would only mean giving up map control.

Plus, OKW have no menpower problems at all, which was proven recently.

Objectivly Kubel is too cheap for what it does and it costs again -5 fuel.
Scavange provides you with even more ammo if you rely on Kubels.
