I wanna invest in a new graphics card. I dont want the best, most expensive card. Just a very good performing card that costs about 150 - 200 (at most) USD I guess.
I dont know too much about them, but I know how to google for reviews if I can get some suggestions.

For CoH2, I would recommend at least 2 GTX 980s. Don't worry, they only cost about $500 a piece. Anything less and expect about 20fps.
Just kidding, but seriously, this game is terribly optimized. There's another thread you could check out if you want to learn more.
To answer your question, the GTX 750ti is a great budget card.

But the card is not soley for coh.

670 is played the game fine. that was 400$ when it came out. i'd suggest looking at 950/960/970 and get the best you can afford; there's a big difference between the cards. idk about amd.

I got a EVGA GTX 750 ti for cost price today, client changed his mind so I took it. Cant wait to test tonight, no more ugly laggy coh. #happydays

Mine runes fine on a 780TI and even a 770 with an i5 3.4ghz.
8gigs of ddr3 ram should keep you at a resonable frame rate with not entirely maxing out everything but getting rly close. My suggestion would be to make sure you have at least 2gigs of Video ram with a solid processor.

I run GTX660ti 2GB and I consider that the lowest working card for reasonably high settings. So I guess anything above that is better.

Won't change anything, as CoH2 does NOT support SLI.

COH2 seems to run without problems on AMD cards, I know more people that have problems with Nvidia cards (crashes, need to restart etc). FaHu stopped playing because his Titan had drivers issues with COH2.
If you go for the 150 $ - 200 $ price range I think a R9 380 is the best bang for your buck.
If you have a hard one for Nvidia products get a GTX 960 instead

I have a 980ti and the frame pacing is still terrible. For this specific game (CoH2), AMD cards perform much better. Since you have a 200 dollar budget (I assume US dollars) this also means you'll be getting better bang for buck performance wise anyway as the AMD range are more cost effective. If you have unlimited funds I recommend Nvidia, but for YOUR use case, AMD seems much better.
The R9 370 is about the same price as 750tis

I have a single r9 290 (equal to the gtx 970) and it is more than enough to handle CoH2 on higher settings. It would be a problem if I was heavily into 3v3/4v4s though...

Most of the performance problems in COH2 seem to be CPU related, not GPU related. I went from a GTX 570 to a GTX970, and there wasn't much of a performance change. The only thing that improved was being able to max out texture quality, since the lowly ~1.2gb on the 570 was getting maxed out constantly, and causing stuttering. Otherwise, the FPS was pretty much the same (since nothing else changed).
What are the rest of your specs? CPU/RAM/etc.?
