When it comes to survive-ability Ostwind has better mobility but centaur has 45% more frontal and read armor and 19% smaller size.
You are also confusing damage versus cover multipliers with damage.
Cover bonuses is core mechanic of the game and the majority of weapon do less damage in heavy accept some specialized weapons like flamers.
The added utility of doing full damage against units in heavy cover makes it too good against ATGs and it is not needed in units like Centaur especially when other UKF armor have abilities like grenades, W.P. smoke and flamers.
The real issues with UKF Armor. (makes ATG useless)

I think we will never agree but...
Its not relevant why it has a higher damage potential, simply that it does. One of the reasons that it does more dmg is a cover multiplier, but i dont see that it is relevant.
Why shouldnt the centaur have the specialized utility of increased dmg in cover, especially considering how inaccessible flames are to the brit faction as a whole.
The only flame options are either a WASP, which while decent, comes out kinda late for the early game, and wont survive long in the mid game, severely limiting its usefulness.
Or the croc, which is a late game heavy tank call in locked inside a doctrine thats not even a default doc (so many players wont have access to it).
W.P. smoke is obviously awesome, but its locked behind an expensive late game tank AND a vet requirement.
And again, the grenade ability will wipe a at gun crew (and i wouldnt be against the dmg being toned down a bit at least getting drop off) but the brit player must massively sacrifice positioning to get it off.
I really dont think the Centaur or any UK armour vs ATguncrews are a problem whatsoever
