The OKW StuG III voice is actually used when they call in a Sturmtiger, which implies the voice acting for planned units was done before they scrapped the StuG for the Sturmtiger. Really odd, they could have used the "Tiger" voice for the Sturmtiger instead, or a combination of the two. I like OKW's original design, the inclusion of the StuG seems to imply it was more generalist and cheap than the strange combination of starved and specialist.

There are actually files for a Panzer III, exact model isn't clear but it was at least a Model L as the gun is named panzer_iii_50mm_mp.xml. Stat-wise, it seems it was intended to be a counterpart to the T-70. Possibly dropped because Relic couldn't spare the resources to make it, it uses the Panzer IV Ausf. F1 model and is not functional as a unit, although if spawned it will shoot at enemies.

so they would have had a bunch of light vehicles with the II/III being paired off in opposite roles. sounds interesting actually, except that there isn't enough light vehicles on the other factions to warrant having 2 luschs with slight advantages one way or the other.

Well keep in mind the unit was dropped during development and that's when the stats were made. CoH2 during Beta and CoH2 right now are very different games. A Panzer III released right now would probably be akin to a StuG's health and armour with a Puma or Panzer IV F1 style gun.

Double-post because I wanted to say this, but the Green T-34 was shit and I'm not surprised they scrapped the idea, it would have been annoying for Relic to try and balance.

The Green T-34 cost less than a T-70 but was absolutely worthless. Every penetrating shot on it resulted in Crew Shock, and its accuracy was abysmal landing shots 10 meters off target. It was so bad that Panzer IV Command Tanks could consistently defeat them in a 1v1 fight, because the Green T-34 spent all it's time either Crew Shocked, or missing shots.

It was a silly concept with no practical use, certainly not with the new direction CoH2 is headed in now.

You often make more stuff during development and scrap it when the concepts prove not to be working. Nothing unusual that there are more unit files then actual units.

Only thing we can ask are the unreleased doctrines, but we have "P2win" bitching crowd to thank for the lack of new doctrines for any faction for over a year.

But with the direction COH2 is heading in now (i.e. bigger role for light vehicles) I say Ostheer needs a light tank. The pziii is a really good candidate as some of its files already exist.
