A small damage buff could also give soviets some mobile AT infantry to finish off light vehicles which they currently lack.
Possibly they could fire at reduced accuracy to keep the ability balanced, just my 2pennies worth.

PTRS is not AT weapon, it will never be, relic have made that extremely clear with last patch so use it according to its new niche.

Guards are elite infantry and should get this ability IMO, if obers can hipfire LMG's it's only fair.

Remove fire on the move from paras and obers instead
Paras LMGs have so low on the move accuracy that they could just as well fire directly into the sky while moving.
Its obers exclusively who are decent with LMG on the move.

It isn't a question of, "can" but, "should."
Should you fire a 46 pound anti-tank rifle while standing? Do you want to be something other than exhausted after doing this? Even if it's complete ham at least it's a bit more reasonable for 1919 LMG's and LMG42's to fire on the move- they're about 25 pounds each.
