Give the Afrika faction some late and mid war units to give them some power, while also including early war vehicles. It isn't hard to balance since the early war vehicles would act as infantry support platforms and reconnaissance units.
Your expectations are too high. We have Americans fighting the German invasion in Stalingrad and other places in Russia, and you're complaining that Relic can't add early war vehicles to CoH2 since it wouldn't be historically accurate? Please!

Saving africa for coh3 won't work. Most people won't like a ww2 game with early-war technoligy only. When you think of ww2 people think of Tigers and Panthers or else people are gonna be put off.
I think its fine with afrika-corps in coh2. They did have both Tigers and 88's so its not like they only had stugs and panzer 3's like some guys seem to think.

An italian faction and a british faction seems the logical way to go IMO.
When it comes to italians, you can have all the early game stuff italian, and just have the late game composed of german stuff. So kind of an italian + german combined faction.
Theres no shortage of good late war german stuff, either, Jagpanther, hetzer for example.

Just because a map is named and inspired by a certain place does not make it historically inaccurate.
Stalingrad could be any heavily bombarded city in Europe, Berlin, somewhere in France, you name it
Langres could be any rural part of Russia, in fact they imply that with the name Langreska.
As long as you accept that there is no historical problem. And dont moan about USA and Russia fighting in the same battle, because they were allies against the same foe just on two fronts. This isnt exactly a real life battle simulator, its far too archadey for that.
Having Japan in Europe, now that would make zero sense. Thats why I think Pacific theatre could be good for coh3. Which fits the timeline of coh franchise, Japan being the true end of WWII.
