Because, we are trying to make the balance in 3vs3 or 4vs4 so even that we would also want to play the Axis side without any guilty feelings about crushing the Allies the way the are now or having long to wait time in automatches queue.

If playing Axis: jagd. To deal with the numbers of allied tanks quickly. (My infantry can mop up theirs.)

If playing Allies: ISU. To deal with superior German infantry quickly and in a pickle fire at german tanks.

Axis: ISU, first of all if that means that it denies it to my opponent.
OH: ISU + Pak40 and MG42/LMG42 yes plz.
OKW: Volk shreck blob + ISU...

Allies: nothing like wiping any infantry or support weapon. And you'll need it when OKW late game vet gets out of control.

Jadg was "only" useful on urban map when it had it's ability, besides being a hardcounter to ISU. If ISU was removed from the game, there would be no reason to get a Jadg. Simple, you can achieve same results with other units and save yourself from losing a game just because you lose that unit.
