Because not everything has to be exactly like the other.
This is called asymetric Balance.

US does not have heavy Tanks ether.
OKW does not have a Sniper.
Soviets dont have a mobile Artilery like the US.

I could go on and on....

Penals are not elite

True Germans have more elite inf. that fill specific role.

That's not so much Elite Infantry as it is T2 Infantry, which the US is unique in that it's what they start with. Riflemen are roughly equal to Penals, slightly better actually. Riflemen also can stand up to Sturmpioneers and Panzergrenadiers if used well or given upgrades. Obersoldaten are the only one on that list that Riflemen cannot stand up to, even with upgrades.

thank you B-)
So does this require some math skills to assign variations while designing ??

a good read on this topic would help understand the developers/designers point of view any links ?

I wouldn't know where you can find something like this, maybe at Relics Blog.

COH2 Blog

Maybe someone else can help you with that.

Check this out guys.

Vet 3 riflemen have a option to upgrade to rangers. maby six men, maby Thompsons. But I new line of vederancy. Maby bazookas that can be put away. whatever is decided.

Vet 3 rear echelon squads have an option to upgrade to special forces. They now wear black, there weapons are now the m2 fully automatic carbine. Maby they act like fallshumjager with slightly sorter range. And they get timed demo, bobby taps, chem grenades, Tactical movement. maby a Johnson gun upgrade. Or maby an upgrade to make them a scout unit.

Permanently Banned
Riflemen are actually really good with BARs at Vet 3, as close range troops, they can tear through Vet0-3 Obers if they can close the range. I like the idea of USF having one core infantry that is supposed to get them through the game, so it encourages preservation for veterancy.

in place of elite infantry they could make riflemen veterancy bonuses better (on par with paratroopers for example).
