What is the idea behind bulletins?

I'm curious as to what the developers vision was with bulletins. Superficially, they appear to play a big role in Coh2. They're prominently displayed alongside your commanders, they have to be unlocked, sometimes with considerable difficulty and people make builds and do strategies as if they make a difference, but in reality they're almost completely inconsequential. There are only a handful that actually have a perceptible effect, and sadly the majority of those are the broken mortar/artillery accuracy bulletins (the others being tiger ace sight radius, or +11% elephant rotation, for example).

Are these actually implemented the way they were envisioned or is there a reason they haven't been?

I like them. Mostly because I like the little historical info that comes with them and the challenge of unlocking them. I'd actually probably like it if they had LESS impact on the game. Maybe instead they gave the unit you unlock them for new skins or something else instead, or new audio. That would be awesome.

bullitins should not be in the game its the dumbest fucking thing ever to see in a RNG based RTS. what is this call of duty where you pick your perks? No.

Besides if your going to add the bulletins into the game they need a better description and they need to actually fucking do what they say. the mortar bulletins?

Also what the fuck would "2%" increased accuracy do and "4%" increased armor actually.

Bulletins need to be removed. use those slots for commanders or infantry skins

currently bulletins do nothing , i think their original purpose was to determine your original BO and commander choice , for example if you saw lots guards schocks or pgs bulletins you knew what to expect before the match had even started , or if you saw lots of mg buLLETINS you would open with a quick clown car

whats unclear is if they are such small numbers what the hell is the point of having them?

well it gives you a small amount of customization and strategy. if you really like 1 unit, you can use all 3 bulletins to give them a bit of a buff.

the reason the numbers are small is they would break the game otherwise. how would you like to fight units that had +25% accuracy/armor bulletins?

they also give people something to work towards. it tracks some stats and gives you achievements. if that doesnt interest you, thats fine, but some people do like unlocks/achievements, which is an extra incentive to play.

if you think the numbers are small and insignificant, it wont make much difference if they remove them would it?

The bulletins are just a trick to get those obsessive gamers to keep on playing.

Practically speaking, they are almost worthless.

Equip Conscript and Grenadier bulletins to give you that early game edge.

Problem is, the other player probably thought the same thing so you're back to praying for dear life.

I think Relic really missed an opportunity with bulletins. I would like it if the whole system changed, and provided something more flavorful. I find most the bulletins to be lackluster, and feel like a choice we make that doesn't mean much.

they're not.

we're going to be suck with absolutely disgusting gren skins for another 8 years of this game's lifecycle.

the probably wont even allow modding.

Soviet bulletin to build mines 10% faster is nice and I like the veterancy ones as well but...

even broken and unacknowledged mortar bulletins aside...

what. the. hell. is the point of having bulletins that reduce the cooldown time on units like ISU-152 and dual T34-85?! has anyone EVER said "hurry up I have another 700 mp and 200 fuel I need to spend and the cooldown is too slooooow?!"

They are candy for ppl who like unlocks and a way to keep ppl playing the game. Remember, only a really small portion (between 5-10%) of the ppl who bought the game ever played more than 25 auto matches...

I actually use the +10 Vet bonus P4 and the +11% Speed Rotation for the Elefant XD, they are useful.

The bullentins are there most for aesthetic purposes? It makes the game look nice and feature a short historic text about the unit. I think they are nice. And who doesnt want to be an IS-2 specialist?

Bullentins are just to give people an incentive that they're progressing on something. That's why we have levels, and commanders to unlock when you reach a certain level, but really they are pointless.

They are things that are not supposed to be in CoH but is added to CoH for no reason other than "just because." They just make the leveling and bulletin stuff really insignificant because they know they aren't meant to be there. You don't unlock many things anyways the levels are just numbers the bulletins are just to make your faceplate look cool. There is no reason.

Would be cool if they make the bulletin pictures in faction design. For some odd reason, it bothers me that, for example, grenadier bulletins have conscript pictures... :D
